Different iTunes accounts on one iPad?

I'm considering providing iPads to our local councillors to receive their email and meeting agendas on.

What I'd like to do is provide some basic apps provided by the organisation, like a PDF reader / annotate app, but let the councillors purchase and install their own apps and manage them using their own iTunes account if they wish to.

I've downloaded the iPhone configuration utility but it only seems to allow me to add custom apps to the iPad. How do I add two different sets of paid commercial apps to a device? Or will developers sell their apps to enterprise outside of the app store?

You can indeed have user accounts from different countries on your iPad, I have both US and Swedish content on mine. I think the issue is that a regular person can't create accounts in another country as it requires local credit cards. I have both and have my Swedish account set up in Sweden with Swedish banking details (I have lived on both countries).

I have 2 accounts from different stores on IPad. My problem is when I upgrade software, eg to os 5 the upgrade erases the Apps from the store that is not signed in. I can easily re-download the App but I lose any data entered. As Apple actually makes the facility to sign into other stores, it seems to me they should allow cross country purchases, otherwise why build in the facility. To say it is a matter of copyright might be true in some cases, but lots of Apps surely would allow if it were possible. Eg. My UK bank provides me with an App through the UK store for me to manage my account, but I live in Singapore and mainly use the Singapore store. The app is not provided through the Singapore store.

I have two accounts. I live in Japan and have one USA account with my USA CC and one JP account with my JP CC.

I just log out of itunes and sign in with my other account when ever I want to switch stores. I have apps from both stores on my ipad and can use them freely with no problem or haveing to change the accounts once they are downloaded.
