IPhone won't finish restoring.

I've had my new iPhone 13 for about a month. I downloaded a backup from my previous iPhone from the cloud. However, under settings, it still says "restore in progress, an estimated 600 MB will be downloaded to finish restoring your apps and data". It has said this for weeks. I also get nuisance pop-up messages asking if I want to use Wi-Fi to restore. The tech in the Apple Store said just tap "stop restoring iPhone" under settings. It seems to me 600 MB is a lot of information to just cancel. Any other remedies? I have plenty of storage available and good Wi-Fi, so those aren't issues.
