Mac Pro (Late 2013) installer resources have expired and booting into safe mode shuts down the mac.

Hello i have recently been handed a bunch of old apple devices. Of of them being a Mac Pro (Late 2013) that gives me a screen that says

"mac os cannot be installed on your computer"

The installer resources have expired

quit the installer to restart your computer and try again

When i hit restart it just takes me back to this screen.

I attempted to boot into safe mode but when i do that i get pass the mac os sound and it loads halfway before abruptly shutting off. I am unsure where to go from here

Earlier Mac models

The apple ID cannot be singed into until we reset the account. Saying things like "This Apple ID has been disabled for security reasons" (someone put the passord in wrong to many times) We are trying to fix it but the past two times i tried to reset it i never got the message that is required to go forward so i have to wait another week.

I know i would have to sign it at some point but can i not even attempt to fix it to reach a sign in point while the acount is in this state?

Internet recovery is in the Macs ROM, so it cannot be damaged by anything you do. you should always be able to get back here.

so try 'Re-install MacOS'. Invoked from there, it should offer you MacOS 10.9 Mavericks (the original) or a slightly upgraded replacement such as MacOS 10.11 El Capitan.

If that version can not be installed, you may have to ERASE the drive completely, to remove all traces of NEWER macOS, because macOS NEVER installs older over any traces of Newer MacOS.

To ERASE, Disk Utility would be invoked to perform the ERASE. Remember, on Macs after about 2011 models, Recovery is in the Mac's, ROM, so you can always get back here, even if the drive is blank.
