Is Apple no longer upgrading movies for existing customers to 4K?

Apple used to upgrade their movies automatically to 4K for existing customers. This was great as my older movies got an automatic 4K upgrade.

Lately this hasn't happend.

I have Once Upon a Time in the West. It received a 4K upgrade in the store but my film in my library did not. I had to purchase a new copy.

Today The Departed has been released in 4K yet my copy in my library has not upgraded. Instead I see I have to buy the updated 4K.

What is happening here?

We're not Apple, just other end users. I'd ask them directly if I were you.
