How can I reduce text size (or zoom the screen out) on my iPhone?

My iPhone 4 home screen is zoomed in and not working anything.

I reboot and turned off and on, nothing is working. How can I fix this problem?

Double tap with THREE fingers to turn zoom off, then go into Settings>General>Accessibilty and turn it off for good.
