My issue also... and I had a recently formatted computer to install Itunes on thinging it was something with the sync and it doesn't fix the problem... glad to read this is a recent issue so it must be something else going on and not with the Itouch.
I have had this problem too it started with the main featured page, not loading the images.
Then it started a few days ago when I couldn't download free or paid apps, just like earlier posters on the thread. Also I can tap on tell a friend and app support but cannot tap on the ratings either. And the preview image doesn't fit anymore.
I am using iPod touch 2G iOS 3.1.3
Maybe you could update your iPod to iOS 4.2.1. This is the version my iPod 2G is on now.
I have tried that, but when I connect it to iTunes, it begins syncing saying "Backing up data". I can leave it on for over 4-5 hours and it has only a tiny amount of the load bar fills up. Yet when just syncing it backs up and it is done in 10 mins. The issue has only started over a couple of days ago, so it's got to be something wrong on apples end. Or that they have stopped supporting the older devices on the app store.
I know this is a stupid question but is all your storage capacity used up? I don't think that downloading apps on iPod 2G 3.1.3 is restricted by apple.
I have about 500mb free space.
Downloading apps were fine until about the 14th Dec, when the app store layout changed.
Yep, me too! Can't click on the 'Free' button or the price button to buy an App on my relatively old iTouch 3.1.3

OSXFreak, sorry, but you are wrong, this has nothing to do with the storage.
My iPod touch has over 3 GBs free.

In my situation, the device is an original iPhone, and the last time I checked (quite a while ago), I got the message that iOS 3.1.3 was the last version that the device would be able to run. Also, as to your question "is all your storage capacity used up?" -- I have 2.7GB free on my iPhone. I still believe that this is a problem on Apple's server side.
I am not sure it is a problem, may be a feature.
Maybe they decided to kill away iOS 3.x devices.

This happened to me the other day aswell, ive just reset it now everything is fine! woo
THIS works fine now - I think they fixed it finally.
It did not work for me, even after a reset of the device, earlier today.
But it works now! iPod Touch, 1st Gen, iOS 3.1.3.
