Hi, don't make restore to factory sittings!
You need to do following:
1) insert new SIM card in your iPhone.
2) connect your iPhone to the iTunes.
3) go to the option and make restore iPhone and your iTunes should download the softener from the web, because if it is taking the previously installed software you will not have the FaceTime.
4) incase you didn't know how to download a fresh copy of iPhone software on your laptop, please connect the phone to another PC with iTunes and make restore.
5) as last if you are not able to do the previous steps, please wait for the next update and make it using iTunes not directly from iPhone.
Don't forget to go the settings>General>Restrictions and make sure that the FaceTime is enabled.
I have tried both ways with deferent iPhones from UAE & Saudi Arabia and it worked for sure 100%
That will NOT work with an iPhone sold by any authorized reseller in either the UAE or the KSA. Facetime, as has been said a number of times, is by demand of those governments blocked in the hardware. No amount of restoring, regardsless of what country you're in or what SIM you use, will help. If it worked for you, you purchased your iPhones from an unauthorized seller who brought in the iPhones from another country.
I am sure that it will work, I have tried these steps on many iPhones from Mobily and STC (Operators in KSA) and it worked.
So please follow the steps and you will have FaceTime.
Actually the iPhones coming to the Middle East as one region, it is not imported for KSA or UAE speratly, so the FaceTime is a network provider service and not hardware limitation.
You can believe what you want. It won't work on an unmodified iPhone from KSA or UAE.

You have no idea what you're talking about. Look at the model # under Settings>General>About. The 2 letters in the model number before the '/' indicate what country the phone was made for.

You are wrong.

It is strange because my iPhone says it AE but actually I bought it from Mobily in KSA.
Look really it will work.......
Please try the steps and you will see that it will work
it worked, but once the gulf sim card is back to the phone it goes away.
Sure it will work, this is to confirm that the FaceTime restriction is from the carrier and not from the iPhone.
HI Khaled, Raja, Zee, Varjak & Ana
Thanks for all the support.
@Khaled & Zee: don't know how did it work for you but I tried inserting various sims, of UK, ireland etc; didn't work. I even went to apple and they said exactly what raja, varjak & Ana have stated.
Do not waste your time. You will not get FT on your KSA or UAE "legal" phone. The ones that have, have purchased a grey market phone not intended to be sold in those countries.
are you sure you live in the USA? why your english is like that?
Why is your English comprehension like that? The poster states "if i am using the device in usa i want to use the face time i am only buying the device fro aue i dont live their".
He is asking about using it in the US, and intends buying it in UAE. There is no clue as to his country of residence.
yeah i know. what i was trying to point out is that the grammar. but anyways, there is no big deal with that. i have the same problem also in my phone. i am from UAE and i've been in the Philippines for a vacation last month and i wasn't able to use facetime. i thought that if i will change the sim, facetime will automatically appear or will be installed.
