This has been happening to me all day. It's so annoying. Please fix Apple :c
This started happening to me today as well. I can send from my iPad and I get the error, while the message shows as delivered on my iPhone.
Well apparently, this usually happens when you have iMessage set up on more than one device with the same email, so one of the devices weren't receiving one or more of the messages. The iDevice or Mac you use the most for iMessage should be kept on while the other iDevices or Mac iMessage accounts are turned off.
One of the features of iMessage was the ability to continue a conversation on multiple devices, wasn't it? Having one device on at a time somewhat defeats the purpose. Besides, I've had both configured and turned on for weeks with no issues until yesterday.
And to add more to the discussion, I had iMessage turned off on the iPad and it was still happening. And now it s hpwning to somebody else I know who only has one device and one address. I'm suspecting the obvious; something on Apple's end changed recently to cause this behavior.

If you or the recipient has Messenger for Mac, uninstall it. I just did and the errors went away. I think what was happening was that because my Mac wasn't receiving the iMessage the error was generated for me and the other party. Odd that it suddenly started, but it seems to have worked.
For me, I didn't uninstall it, I just opened Preferences and took the iMessage account offline, just for the Mac. But I also deactivated the other iMessages on my iPod Touch, and my iPhone 4. Now my iPhone 4S is the only one with iMessage enabled. It fixed my problem with "Not Delivered" errors.
I'd be curious to see what would happen if you were to reactivate all the other devices. I left my iPad and iPhone activated, and only uninstalled Messages on my Mac. In any event, at least it's working again. Removing messages from my Mac didn't concern me, because I never used it anyway.
