Software Update is missing from my settings and when I connect to internet to update it says the software server can't be contacted. How do I update.

I am unable to download any apps as I need to update my iPhone's iOS. It is now 4.2.10. But the software update is missing from my settings. When I attach to the internet and go to the iPhone site and click update, it says that the software update server cannot be contacted. How can I get the software update back or update my iOS?

iPhone 4, iOS 4.2.7

The option to update without the computer (Over the air) was made available with iOS 5. If your iDevice is using a version of iOS lower than 5, you will need to use iTunes on your syncing computer to perform the upgrade. Use the Apple link below as a guide for the upgrade.
