Does this New Ipad Mini Retina with ONLY WIFI only comes with the GPS capabilities? I could not find that information clear on Apple site.. I know for sure that the one with the cellular has one; how about wifi?

The wifi-only model doesn't, only cellular iPads currently have built-in GPS

Wifi-only no, if you want built-in GPS you will need the cellular version.
