I realized I am not getting emails at my @me.com account from people with Roadrunner accounts... anyone know why?

My friend who has roadrunner is unable to send to any @icloud.com email address's. Roadrunner told him Apple is rate limiting emails from Roadrunner. Mail was not recieved and the mail was not bounced back, so there is no record when stuff goes into the black hole.

We need to figure out where to report this at Apple. Their Web site conspicuously lacks any way of doing so.

Using Outlook 2011, when i used the Roadrunner Webmail, i am able to send and receive e-mails from my iCloud account. However when I try sending e-mails using Outlook I am not able to send e-mails to my iCloud account but can receive them.

However using Apple Mail i am able to send and receive e-mails from my iCloud account. So what is it with Outlook that doesn't allow sending e-mails using iCloud?
