Can't scroll in the text box?

Can't scroll in the text box?

I was using iPhone safari to fill in a text form... the form has a long content. And I tried to move the cursor to the top of the text box, I can't seen to scroll the text in the box at all... anyone has this problem?

iPhone, Windows XP Pro

The way this works for me is to hold down my finger in the text box. A magnifying glass pops up and you just move your finger to the start of the text box. But, I'll have to say, I haven't tried that in a scrolling text box, yet.
