"Harry Potter" Wand Effect

I'm new to Final Cut Express and am working on a project that calls for an effect that looks like 'energy coming out of a wand' like Harry would use if he was doing a spell.

What tools would I use in FCE to accomplish this?

And any suggestions or pointers for accomplishing this would be appreciated.
