Thanks for the pointer to dlcompat. Taking a look around, it looks like Fink may be the best bet if they are still supporting Jaguar. It looks like Fink wants gcc3.3 for Jaguar. I thought I had the latest tools installed and it only showed gcc3.1-prerelease. It's been a long time since I did any real work in Jaguar. I keep it around mainly for testing.
Poking around the various versions of Mac OS X, I find that dlopen was included as a built in beginning with Panther. That would explain why creating a symlink to libSystem didn't work in Jaguar.
Not to make this a soliloquy, but I found that the dlcompat source code from Fink didn't need any patching. It was a simple configure, make, make install. HPIJS was able to find and use the new dllib.1.dylib.
