there is beat mapping...but it's a long and manual task - i suggest looking it up in the manual!
As for apple loops...well that's a bit different. If you know your audio is a loop say and you cut it up to be exactly 4 bars for example, then you can use "adjust tempo using region length and locators" which can be found in Option>tempo.
Basically, select you audio loop of 4 bars but unknown tempo.
Now mark 4 bars on the timeline locators section. (highlight four bars to green as if you were activating cycle mode).
Now go to option>tempo>adjust tempo using region length etc etc making sure the audio region in question is selected.
Voila logic will change the tempo to match your audio loop.
Another way to match tempo would be to use the bpm counter plugin included in effects>helper.
To make an apple loop select your neatly cut four bar or whatever loop.
In the arrange page local menu select Audio>open in apple loops utility.
Fill in all the tags, make sure you specify it as a looping apple loop...set the transients as required and save and voila it's an apple loop now.
However, for it to display in your apple loop library make sure you drag the loop from your finder window onto the loop browser.
