Sieve - can not connect to localhost 2000

10.5 server - upgraded - advanced. OD & Mail on the same server.

Sending and receiving email seems to be working properly.
Decided to install avelsieve 1.96 for squirrelmail. I've reviewed the other posts but telneting to localhost port 2000 fails.

sh-3.2# telnet 127.0.0.1 2000
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
telnet: Unable to connect to remote host

Squirrelmail reports a connection failure as well.
There is an entry in /etc/services for tcp port 2000.

Any ideas on what to look at next?

Xserver, Mac OS X (10.5.1)
