chat av video connection not working

I have leopard as operating system, chat version 4.0. Can connect to other computers in my house with video no problem, even a three video chat is possible. I don't know if this is done through my wan or through my adsl connection.
Connecting to another mac account 60 miles away through internet no problem with audio chat, however with video chat, video and audio is not possible. Both accounts settings are the same. Any clue where to start trouble shooting?

If you are using the Bonjour Buddy list then it is Local.

If you are using the AIM or Jabber Buddy List then it is going in and out of your house.

Both ends should make sure System Preferences > Quicktime > Streaming is set to 1.5Mbps.
Also in iChat > Preferences > Bandwidth drop down the setting should be NONE unless you are using Comcast, Road Runner or Verizon FiOS in which cas e set it to 500kbps

These are the most likely causes of Bandwidth problems other than slow Connection speed (And Upload is as important as download)
