Can the older DB15 be converted to VGA

I have an Apple Multiple Scan 20, which has a DB15 connector. Am I able to convert that signal to VGA? I have bought other adapter cables in the past that don't do what they are supposed to. Sure they had both connectors on the opposite ends, but they were eBay scams, and the only place I can find these adapters is on eBay. Can anyone tell me if they work or not? thanks.
--by the way it's on a Quicksilver g4 733 running OS 9.2.
