Cannot make top/bottom margins smaller than 0.4"

So I have a blank 8.5x17 layout I'm working on. The paper is defined through page setup with margins of .12 all around (bottom .55). However, when I change the document margins in the Pages' inspector the visual margin line will no go smaller than .4 on top or bottom. It will go to 0 on right and left.

Anything I'm missing?

A text box really isn't an option, I need to have the actual document margins work like they're supposed to.

Hello

There was already a thread upon this question.

When I set top margin to 0 (wit NO top header)
Pages doesn't allow me to use a width of .4 " at the top of the page.
It apply a zero margin to the left and to the right.

Where may we find an entry about physical margin?
I don't see it ( Laser Printer Dell 3100 cn).

In fact it's foolish because I'm sure that I saw this entry some times ago.
