Working with a person who has a Mac OS 8.6 and just recently something happened such that the Launcher window is no longer resizable - the scrollbars still work but I can't make the window bigger to see the icons contained therein.... any idea what might have happened?

The Launcher window resizes only in incremental steps the size of one Icon in whatever view you choose. If you cannot get one more or one less Icon into the window, either horizontal or vertical or both, it will not resize.
sorry... not sure I understand. There are probably 5 icons in the Launcher window but it (the Launcher window) is sized such that only one icon can be seen at a time. To see the others I have to use the scrollbar. It seemed like by what you said I should be able to see all five, but only enough room for the five. Maybe I misunderstood?
You must stretch the window enough to make room for at least one entire additional Icon. If it is now the size of one, you must stretch it beyond the size needed to display two. If you stretch it to 1+1/2, it will snap back to one.
In Classic, the stretch control is sometimes missing, so you place the pointer just to the right of the horizontal scroll bar and s-t-r-e-t-c-h the window out to the right.
