With previous phones I've used, there has been a button to push for "memo" that could also record phone conversations. Is this feature available with iPhone?

There is no recording facility on the iPhone, either for memos or phone calls.
Short answer is no.
In the UK its illegal to record a phone coversation without the others persons permission, as far as I'm aware that have been no phones released here that have the function you are talking about.

Actually most of my previous phones have had this feature. My old Motorola V3x had this I believe as I used it to record a conversation with the network 3 (UK) head office (I did tell them it was being recorded) to use in a court case against them. But no the iPhone does not have this feature.

It works the same way in the US except the laws vary from state to state. My guess is that Apple probably did not or does not want to get into the legal problems related to call recording.
Can calls be recorded on iPhone?
