Bluetooth Won't Turn off

I have a similar problem, and there seems to be no solution. My Bluetooth keeps turing on without my permission. I have all the Bluetooth settings in the System Preference "Hardware/Bluetooth" and the System Preference "Internet & Network/Network" turned off and all the appropriate boxes checked and/or unchecked. I have no Bluetooth devices. From time to time, the Bluetooth Icon on my Menu Bar turns black (from grey), and I have to go to that Icon and select "turn off Bluetooth" from the dropdown menu. The Bluetooth Icon then becomes grey again. Why does my Bluetooth keep coming on, and how do I get it to stop? This could be a potential security issue.

Just to cover the bases, you did...
1. Go to System Preferences/Bluetooth/. Uncheck "On", and uncheck "Discoverable."
2. Turn off Airport.

is there a device connected to your bluetooth because Mac OS X will not let you turn off the bluetooth to stop data corruption so make sure you dont have a device connected.

Just curious why you want to run BT off? Is this a security issue that I should know about?
