Apple please fix OS X Leopard server permissions/privilges issues!!

I am having constant issues with OS X server permissions.
Users running OS X Tiger/Leopard create a folder on the server.Other users can open files from within this folder but when they save changes to a document it says the file is in use or locked. Doh! when it isn't!!
The folder in question has read/write privileges for users concerned.
The group in which the user lives has read/write access.
ACL's are set to inherit the parent folder, so it should carry on through subsequent folders. Posix is set to read and write. I have propogated the permissions.
I have read loads of issues with Leopard with clients as well as server for this problem. Is this a known bug? Help please!!

Are they Windows/SMB users or Mac/AFP users? I went around the Server Prefs pane and used Server Admin in the Applications/Server folder. It's just to basic for troubleshooting. If you are having issues with SMB highlight SMB and click the Stop SMB button at the bottom of the panel. If AFP, highlight it and click Stop AFP. Under the File Sharing tab click on Share Points (next to Volumes) and then click on the Unshare button located in the upper right corner. You shouldn't need to restart. Also, with the Share volume highlighted you can check the permissions below by selecting the Permissions tab.

Another useful thing to try would be to (under File Sharing) highlight the share and then choose the gear box at the bottom of the window and select Propagate Permissions. This will give you a box to select which one you want it to propagate to the child folder under the Share Point. I would choose Owner, Group & Everyone and keep Access Control List checked. Obviously you want to make sure the permissions on the Share point are correct first.

Lastly, I do have POSIX enabled but I did not change it's configuration.. I believe it was just set by the OS itself.

In dealing with this issue I have found the Server Preferences pane to be worthless. You really cannot do anything with it. It's a nice idea, once Apple get the server working correctly. Use Server Admin found in Applications/Server.

Having got that out of the way...From playing with settings and reading these boards I don't believe you can 'set and forget' with 10.5.2. Hopefully 10.5.3 will fix us up-but people NEED to report the behavior to Apple. http://www.apple.com/feedback/server.html

Our workaround is as follows, though there very well could be a better one.
Make sure your permissions are set the way you want them on the Share Point. I made them pretty lax at first then changed/fine tuned them later. Once they are set at the Share Point level I clicked on the gear button (Server Admin, highlight the server, select File Sharing, select Share Points, then highlight the Share Point in the list) it is located under the Share Point and Permissions window. Choose Propagate Permissions click all of the boxes and click OK. From this point you can "tighten' the Permissions at the Share Point's root level and you should be good. For how long I don't know, YMMV. -HTH
