Insert Page Before TOC

How do you insert a page before the Table of Contents? I have a big document which start with a Table of Contents. I want to put a title page. No matter where I click, when I Insert a page, it goes to the end of the document. There also seems to be no way to move that page to front. Also when I create a new document, put a title page, then attempt to copy and paste the other contents afterward, nothing gets pasted.
