You can prevent programs from opening using a separate account and parental controls. As far as I know, there is no way to require a password for Safari.
If I went into the prefs and unchecked all the items under Web Content in the Security tab, and picked to never Accept Cookies would that pretty much limit what I can see on the internet? Would it make it difficult to access sites?
Not really. Doing what you posted would cause some web sites not to load - or load improperly. Rejecting cookies would also cause some web sites not to function. However,l you would have a hodge-podge of a browser.
