Re-encoding MP3 into AAC

I have lots of 256 kbps MP3 musics. I am thinking of reducing file size so I can put more music into my iPod shuffle. If I just convert those MP3 to 196 kbps AAC, will the converted file be the same quality as ripping CD with the same 196 kbps AAC encoding? Thanks!

You select the speed in iTunes, go to edits > preference > burning. If you use other applications to burn a CD then you should choose the speed in that application.

Which "iTunes screen" you mentioned? Does iTunes open, or you can't find iTunes at all?

iTunes always come with QuickTime. iTunes uses QuickTime as an engine to play/encode music. If you just update iTunes you should see iTunes icon at desktop as always, if not, go to Start > All Programs > iTunes. If it's not there then you would probably need to download iTunes from Apple then re-install it.
