How 2 Replace a "Preference Pane"?

Hi,

Is there a way, like with OS9 'Extensions', to easily replace an OSX 'Preference Pane'?

Hopefully I'm not breaking protocol too much, I'm a Mac n00b. I have a similar problem to this one. My Time Machine preference pane dissapeared from System Preferences. I restored it by double clicking on the file in my MacBook library over the network, but now that it shows up in the System Preferences it doesn't open after I click on it. What do I do next?
