pdf toolbar not visible in safari under 10.4.11

we deleted the adobe acrobat plug-ins as we had too much trouble reading .pdf files in safari.
preview is now our default .pdf app.

one of our computers has 10.4.11 and safari 3.1.2.

when opening a pdf. page there should be some toolbar visible when the mouse pointer is in the middle of the pdf. page. however this is not the case with our tiger machine. (with leopard no problems)

any idea how to make the toolbar visible ?

I remember, before upgrading to Leopard, that I read in different places on the built in help files about the toolbar (and on the Apple Website). I went on a hunt thinking something was wrong with my Tiger system. Turned out the option only applied to the Leopard Version of Safari and not the Tiger version. This came from various sources, including an Apple Store (retail) Genius.
