VIEWING ONLINE TV WITH IPHONE

My girl just bought a 3G. She is from Vietnam and when on her computer, watches online TV from sites like http://vietnamlive.tv (Vietnamese programing).

When we view this site on the iPhone, the programs do not play. I am not sure if we need a player download of some kind (Quicktime, Flash or Other).

I don't understand why the developer of "Television" app would state "Apple allows this app only to work over WIFI, not the 3G cellular network." After all SlingPlayer Mobile for use with the SlingBox streams both live and prerecorded TV shows anywhere in the world over 3G for Windows Mobile, Palm OS, Symbian, Blackberry and will soon offer for the iPhone 3G. I don't believe Apple would intentionally restrict this service to only WIFI especially when the competition already offers this service over 3G. After all it's the user responsibility to monitor their data usage and subscribe to the appropriate data plan, not the responsibility of Apple.

Perhaps they state that because its True? - Just a guess.

Apple partners with various carriers around the world. If those carriers insist that apple limit some high bandwidth applications (especially given how new and under-developed some of the 3G networks are) I am sure Apple will impose this restriction for their partners.

There is no use in putting out an application that will lead to a bad user experience and swamp the network for everyone. Everybody just ends up un-happy.

Before singing the praises of the competition, you might post some reports about just how well TV works on their network. Reports I've read from the UK say its not as rosy as you suggest.
