Specific Application Throttling

Does OSX have the ability to throttle CPU usage for specific applications?

For instance, I use video encoding software which often pins my processor for 2 hours or more. Now, it doesn't generally affect system performance, but it does cause some heating issues.

I thought there was a Unix command which gave the user control over this, or are there any available utilities?

the unix command is nice

took a look at version tracker and found this.
