my account cannot buy gift cards

I cannot buy gift cards. I get the message that my account is not able to buy gift cards. I send an email to support and got only funny answers like: We understand your problem. or in second email: noone knows why your account is not able to buy gift cards.
^^ That isn't support, support would try to solve the problem.
So should i create so many accounts till i have one where i can buy gift cards?

(inside the forum is written: for billing issue contact support,
support said: post it into the Forum)

Do you have an actual credit card linked to your iTunes account?
You cannot purchase a gift card using a gift card balance or song balance.

I've been having this problem for over a week now. I called Apple back again today, after not getting an answer previously, and talked to a sympathetic and bewildered Justin. He had not heard of the problem before, and I gave him the URL for this thread. He sounded determined to help get this resolved, but it surprises me that so prevalent an issue seems to have missed the Apple support team. Maybe iTunes support is dropping the ball/covering up something? I don't know. I just find it frustrating that we can't get an answer that makes sense.
