VLC-- How Do Set In-Points and Out-Points for Partial Extract?

I have a DVD with a VOB file that is damaged. When I use MPEG streamclip to export the file into another format, I get a timecode error response that cannot be fixed. When I try and export parts of the video from around the timecode error, for some reason MPEG streamclip won't show me large sections of the video that I need. I am able to see them in VLC player though. The problem I'm encountering now is how to do a partial extract (as it is running into the timecode error that MPEG Streamclip had). I think I read once that you have to convert the timecode somehow, but I'm having trouble finding the answer for sure. If anyone can give me any tips, I'd appreciate it.
