All the suggested solutions inc. "Window Wrangler" didnt work.. Here is the solution..
Hit the "+" button plus Option.. It resizes back to original size.. (this is in Lion.. )
Yup, perfect. Thanks, NightFox.
NightFox's suggestion worked well.
But, more importantly, why hasn't this opportuity for software quality improvment not been fixed?

The question, as stated, makes no sense.
You want them to fix the opportunity? I don't think the opportunity can be broken.
Regardless, there is no general issue that needs fixing. It seems to be related to very few users so likely it is something in their hardware/softwarre configuration or corrupt data.
"Opportunity for software quality improvement" is a euphemism for "bug".
At the time, it did feel like a (frustrating) bug to me. For me (as reported by others) it was associated w/ having been (previously) using an external screen and then closing (but not shutting down or existing iTunes) my laptop and reopening it without the external screen. So iTunes was running on a 1600 x 1024 screen and now is running on a 1280 x 800 screen.
My comparison is that under the exact same circumstances, Mail automatically re-sizes itself to fit the (height) of the "new" screen.
I subsequently figured out that in iTunes an even easier fix is to use the menu:
Window -> Zoom
It’s (probably) true that it only happens to a small fraction of the user community, but that is the norm for most bugs. Only the catastrophic ones happen to “everyone” and if they are that pervasive, then they (usually) get fixed before the go out the door.

This is a bug. I am experiencing this with other applications (eg: Stickies) as well.
I have a macbook air and a 27" apple cinema display.
With iTunes, Stickies, (and other apps) if I have had a window sized larger than the MBA can handle while connected to the screen - when I then disconnect the screen I have no way of re-sizing the offending window to a usable size, as I cannot see the bottom right hand corner of the window. A restart of the app or the MBA does not fix this problem - the only fix is to re-attach to the 27" display and then down-size the window. Not much help when I am not in front of the screen.
Currently on the phone to apple support (again) to try to get this resolved.
Pretty poor IMHO - when one is using an apple laptop, with apple OS, with apple applications, with apple screen... and one has spent premium $$ hmm...
This has been fixed!! Hover the cursor around the top of the iTunes window above the menu bar.. (Or any window now for that matter) and the cursor turns to a duble arrow.. now drag this arrow down and it resizes the window form the top-down. you have now resized the window. now just move it as you normally would and you get your (buttons exposed as in iTunes) or just a shorter window.. I think this was addressed even pre-lion.

Woah speedy reply! Thanks..
Yeah just discovered that lion allows this behaviour.
No good if one can't upgrade yet tho.
Ive got a call open with support for a fix/workaround for 10.6.
Will post back if I get anything..
fantastic tip, Frootbooter - thanks a lot!
Thanks!!!!
What is the "monitors" control panel. You mean "displays?"

3 1/2 years later it's probably irrelevant posting a response to the OP.
Probably right, though people have been grappling with this and responding to this board as late as December 2011. As is, none of the "fixes" worked. Thanks anyway.
