In regards to importing into Windows versions of Internet Explorer, I had that problem once.
I ended up using a shareware program called "Bookmark Magic". You should be able to find it for download at:

Going by memory, I installed FireFox or Netscape on the Mac, and imported my bookmarks into it (FireFox or Netscape). Either should work since they are essentially the same.
Then, I exported the bookmarks from Netscape (or FireFox) into a file (using the built-in export routines).
Then, I e-mailed them to my PC.
Then, I downloaded the PC version of the same browser (Netscape or FireFox). Next, I imported the bookmarks back into the browser, and exported them again using the Windows version (this step may not be needed but is mentioned for the sake of being thorough).
Then, using Bookmark Magic on the PC, I then converted the bookmarks for use with Internet Explorer, and imported them into Internet Explorer.
Sounds like a lot of work, but it was pretty simple.
Bookmark Magic is shareware, but it can be used for free for a short period (I can't remember how many days). If you want to use it beyond the trial period, it costs $20.
But, since you should only have to do this once (unless it's a regular need), then you should be able to do everything you need before the free trial ends.
I just used the trial version to complete the task, and then uninstalled it.
Quick, simple, and free for a one time use 🙂
