Safari cannot connect to secure websites

I get the message "Safari can't open the page 'https://www.whatever' because it couldn't establish a secure connection to the server 'www.whatever'" This VERY annoying problem has appeared in the last 2 weeks, perhaps after the latest security update. I've Reset Safari, removed cookies, even installed the latest Safari upgrade 1.3.1 for 10.3.9. Safari works on secure sites on my other 2 computers. It worked fine before, now I've taken to using Firefox on this machine, which is how I was able to log on here.

Hi Mark,
Yes i did restart BTW I found the system key chain file, and on closer examination, found it to contain my user keychain,3 system and 1- X509 Anchors keychains. the X509 has lots of things in it, the system keychains have very little in them, and my user keychain has a few recent keys, Was I supposed to empty the trash after moving the folder?

Hi Evelyn,
I had that same issue, with the Web Proxy being checked, I could not Navigate
anywhere but to my servers Start page (Earthlink) but I did not apply the check the Scamblocker features would do it.
Turn "Scamblocker" on & Web Proxy would get check back on, & I would get a Message that "My Network settings were changed by another Application". Scamblocker a feature that will alert you to scam websites, it just did not seem compatible,or just not working right. So I do not use that at all anymore.
