Can it output in non HD and 4 X 3 ratio ?
The Specs page suggests not

TV-HR: 640 x 480 (60 fps/6Mbps)
TV-SHQ: 640 x 480 (30 fps/3Mbps)
*5 For these models 60fps is actually 59.94fps, 30fps is actually 29.97fps, 240fps is actually 239.76fps, and 600fps is actually 599.4fps.
Nor is the Interface bit clear suggesting PAL/NTSC

USB 2.0 (high-speed mode compatible)
You should not be concerned with how it records (although this can supply clues).
What you should be concerned about is how it can output.
It mentions HDMI and Composite Video which is how it physically connects (It also says USB 2.0)
It mentions HD and SD for Video in the top section.
It says also PAL/NTSC Output (for TVs in Europe and other places)
This page has a tab about Fun after Shooting and shows How to Save to Computer
Obviously they show a PC running XP
It does show you picking the computer to output it to.
You will not need to select the Card Reader but leave the camera in Preview as if you were about to Record (As opposed to Playback).
Then it will be a question of selecting hopefully DV at Standard 4 X 3 ratio
I Can not see it does this as the choices seem to be the native Mpeg format for Recording and the TV (PAL/NTSC) output.
