If you have access to Soundtrack Pro you can do some editing there that might help. Although you can 'send' the audio track with issues to Soundtrack directly, I make an .iff file copy of the audio track and open it up independently in Soundtrack.
Select a section of the audio track that only has the ambient sound (street, noise, etc) but no voice. Under Process>Noise Reduction>Set Noise Print you can Soundtrack what is the noise you want to try and eliminate in the whole track.
Then you can select the entire track, do Process>Noise Reducation>Reduce Noise and see if that helps.
There are many other functions under Process>Effects that can help as well. I'll usually do a trial and error process, but you can monitor the results in real time and save that modification as a preset, then use it again in other parts of the interview.
