iPhone activation server temporarily unavailable

I'm trying to install iPhone OS 3.0, it downloaded just fine but when it came time to install the install failed because "The iPhone activation server is temporarily unavailable". I have been retrying the install process constantly but have had no luck, is anyone else experiencing this issue? Any tips on how to accomplish a successful install?

MacBook 2.16ghz Intel Core 2 Duo, Mac OS X (10.5.1), 2gb ram

Same problem in Mexico City, so this is global, There is one thing that worries me... This "Iphone activation server" is a new thing? I didn't notice last time I update to OS 2.2.1, what propose it serves? I mean, if you have your iphone why need a permission to update a free update from a server? I don't get it! Someone care to explain it to me?
