AppleCare not permitted to be purchased on eBay?

I am quite frustrated with Apple. I purchased AppleCare on eBay for my new MacBook Pros (17 and 13) like I do EVERY time. Now, Apple says that eBay is not an authorized seller of AppleCare. I submitted the Paypal invoice for both showing the purchase price, purchase date and seller.

How can Apple do that? If that is the case, shouldn't eBay ban all AppleCare listings on eBay? Is this just a case of Apple trying to force the customer to purchase it from them at the inflated full retail price?

Does any have documentation that states I am not permitted to purchase it on eBay? Any help would be appreciated. I have bought dozens of Macs from Apple. And I always buy AppleCare. But this is really frustrating as a customer.

I think the biggest issue is people who only send you the activation code, no physical box/card. There has been a huge rise in buying giftcards/applecare with stolen credit cards and number generators. I previously purchased applecare on ebay, got the box shipped to my house and everything was fine.
