2G/3G switching issues - Vodafone New Zealand

After much checking this is the problem.

The iPhone I own doesn't switch between 2G and 3G data connection very well.

Observed Condition: SpeedTest.net

Run test : 116kbps D/L 90 U/L

Switch phone 3G switch to 2G and back to 3G

Run test : 878kbps D/L 233kbps U/L


What's the story? Is this an iPhone internal issue, or is it a VF tower issue?
