Sparkles, flashing dots in dark black areas - they move and are in all apps

This morning I noticed small, flashing green dots in dark areas of my screen. First noticed them in the screensaver, arabesque. In that they more around a little beyond the edge of the colored areas. This even shows in the preview of the screensaver. Also notice where in InDesign the color slider it is showing lines of this green it the darker area, maybe around the 80-90% of the slider. This is happening in all applications and is either green dots and sometimes pinkish dots. When the screen is displaying white, colors or something that is solid black no problem is seen. It is only in something that has a transition of dark black. Any ideas what is causing this and how to fix it?
