DNS and Recursive Queries

I have multiple routed subnets and have old Mice and Men DNS servers working currently. I am trying to setup DNS on an OS 10.5 server however only system that are on the same subnet are able to access the internet. I've verified with Cisco (after many hours of troubleshooting) that all traffic is flowing correctly. The DNS servers running Mice and Men are working fine for all subnets, however systems running on other subnets are not able to use the OS 10.5 server for internet. Do I need to setup anything special on the 10.5 server for it to respond to DNS queries from other subnets? I see Recursive Queries is set to local networks only do I need to add the other subnets to this list? If so what format should I add them in (10.1.0.0/16 or 10.1.0.0 255.255.0.0 or something else)?
