I'm not sure if you mean a newspaper
layout (with stuff like headlines, stories with titles going down in one or more columns, etc.) or a +newsprint look+ for the background, but either way, it's not hard to make new themes, but it depends on how adept you are, how perfectionistic, and how much time you're willing to invest.
The newspaper layout is just a question of finding the right fonts, arranging text boxes, and so forth. The newsprint look, or any other theme background, is just a question of finding an image you like, which might mean making your own by scanning something which appeals to you, and using that image for the background for a new theme. Then you have to compose the layout of different kinds of pages.
