This installation package could not be opened, Bootcamp 3.1_64-bit, Windows

Followed install directions carefully, and windows 7 is running fine on my macbook pro. It was a new install, on new laptop. I updated software and drivers.

I am trying to install an application (morae) and it is not working. I download ap and try to run the .exe file and
Wise Installation Wizard opens, and then I get an error message:

This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer package.

Please help.

macbook pro, Mac OS X (10.6.2)

I may be more confused that I realize.
I just assume install went ok because I have the windows environment running on my mac.
I don't see Bootcamp in my programs folder;
if I do msconfig, I see in startup Boot camp;
and its command is program files/Bootcamp/Bootcamp.exe
I do have a bootcamp control panel, but don't see any others that seem like "apple items" -- what would those be?

I did download and install :
Boot Camp Software Update 3.1 for Windows 64 bit
This update is highly recommended for all Boot Camp 3.0 users.

Just ran Apple Software Update (I am 95% sure I ran it earlier) but only found updates for safari, itunes + quicktime, and quicktime.

Sorry, I don't follow your reply at all.
I think my problem is in Windows, rather than bootcamp, and has to do with permissions but that is a guess.
In terms of what you write:
I don't see Apple Time Services or OS Switcher anywhere, though I can start up in either os no problem.
I do have apple software updater, and already downloaded and installed updates.
This made no change.
It is when I try and install another application that my problem occurs.

Believe it or not, I think the problem has been in the third party software I am trying to install. I finally heard back from vendor, and they asked me to test a different file from them as they "have been seeing some odd behavior with Morae Manager installation file."
