What's the difference between CarbonLib 1.6.1 and the 1.7 version?

I just installed and updated OS 9.2.2 onto one of the drives in my Sawtooth. After using "Software Update" it has CarbonLib 1.7. The OS 9.2.2 systems on three other drives in the case have CarbonLib 1.6.1. and the Software Update on those systems says that's fine. Why would the one system need CarbonLib 1.7 and the others don't? The others have an OS X system on the drives, and the oddball with the 1.7 does not. Could this be the reason.

It's the system that OS X hasn't touched that has the newer CarbonLib 1.7 This drive also has an update of Authoring support, and Applescript which the others don't.

The drives that have both X & 9 on them have only CarbonLib 1.6.1, and the Software Update says that no update is necessary. I've seen OS X update an OS 9 system folder; might it patch bits of the OS so that the updates to the CarbonLib, Applescript, and Authoring Support are unneeded?
