Tilt shift video

Hi - does anyone know of a tilt-shift video app for Mac or iMovie? Tilt -shift creates a miniaturised effect. There are several apps for tilt-shift photography, but I can't find any app or software to create the same effect in video. Any ideas? Thanks.

MacBook Pro, Mac OS X (10.6.2)

you can accomplish that effect very simple with FinalCut/Express
add a 'mask' with a b/w gradient and apply a blurr => 'tilt shift'.

in my understanding of its options & workarounds, this is not possible with iM.
