Why is the ethernet connection 4.5 Mbps slow on my iMac when should be 20?

My iMac is connected to the internet via ethernet. Time Warner states that my download signal should be 22 Mbps, but all I get is 4.5 Mbps.
The technician has examined the routers, the cable, and found nothing untoward. Then, with my cable plugged into his notebook he got 20 Mbps but upon reconnecting to my iMac the signal was down to a meager 4.5 Mbps.
What is slowing down my incoming signal, please? Thanks

People people, please READ MY INITIAL POST PROPERLY. This issue has nothing to do with Bluetooth, bad cables, routers, or wi-fi. Simply put, it is an ETHERNET issue. A cable technician tested the router and connectivity and all are well. The issue is this: when testing the incoming speed from the Ethernet cable into his Notebook, then plugging that same lead into my iMac Ethernet socket, the difference in speed was 20p Mbps compared to my iMac's 4.9 Mbps. THAT is the issue.

Thanks to those who have tried to provide an answer, even if the suggestions do not work, but others are just confusing this post with additional issues.
