I am facing a similar issue on a first generation iPad.
12 mins of error with auto sync time
No way to get it right. Only manual time allow it to be correct.
Strange and annoying

iTunes ver, iPad firmware ver
Time Zone settings on both Computer and iPad?
auto sync time? Is this a setting you have somewhere?
Time on your computer verified correct?

Gotta guess that "Auto time" means you have a 3g ipad.
There is a discussion here http://forums.macrumors.com/showthread.php?t=1140997 that seems to indicate that this may be the source of your problem.
A response there from a ver5 beta tester seems to indicate that it has been addressed in that update.

??? related to what?
This value would make me suspicious since it is close to your error. At the very least, I would turn it off, set the time, sync and see if it makes a difference.

Traveling at all? I have also seen confusing times on cell phones when near or after crossing tz's

Hi. Just saw this as i searched, because I had the same problem on my
iPad 1 3G. Was always about 10 minutes ahead.
I just went to cellular data and turned it back to "on". It was "off" because I was not
using the 3G capability.
When I turned cellular data to on, clock immediately adjusted to correct time.
I wanted to see if it would go back to wrong time if I turned cellular data to old
setting of "off", but correct time remained unchained.
