I did everything's u guys r saying n still it's not working it's not my card b/c I just got it not even a month ago... I can't down load anything free or otherwise this is really ******* me off!!! -.-
iTunes is declining my new card on account that the details are wrong, even though I put them in correctly. Admittedly my old debit card was only used for iTunes cause I'm a teenager with zero income, but I switched banks because my old bank failed to send me a new debit card after mine expired, and so I switched banks after six months and countless painfully fruitless visits to the local branch. I've switched to a reputably more reliable bank and now this rubbish is happening. I'd kind of like my payment details to be correct and up to date, if that's not too much trouble, Apple?!
I had the same issue and got really frustrated so i called my credit card company, they said after trying so many times then it alerted it as an attempted hack and blocked it from itunes. He unblocked it and then it worked just fine.

I am having the same problem and haven't bothered with it in over a year. im waiting until I can upgrade then im switching to a different brand. I will not work with Iphone's again. not even an operator over the phone was doing any justice. I now hate the iphones and will not use EVER AGAIN.
I have also had this problem now, I recently added my Visa debit card to my account for a in-app purchase, however apple never took the payment for £2.99 in-app purchase, instead they have charged £1.58 to my account, I now cannot update any apps on my phone and it is beginning to frustrate me. I am very interested to find out why they have not took the actual payment and why it is now telling me my billing information is incorrect after many attempts to re-enter the information which was initially correct, it also won't let me delete this payment method. If Apple don't sort this situation I will become extremely frustrated and p*ssed off with Apple.
If I understand things you had some store credit before you started. This would be used in preference to any payment card so I assume that £1.58 was taken, clearing the account. The remaining £1.41 should be taken from your debit card but that isn't working. They won't want you to remove a method of payment until the account is cleared. Examine your debit card statement carefully. Usually there is some minor difference in the details such as using Rd. or Road in the address that explains why the two don't match. If you amend the details it should start working. Workarounds would be to use a different debit/credit card, or an iTunes voucher.
