Is the IPAD locked to AT&T

Does anyone know if the iPAD is locked to AT&T? Like a few other users what to use in UK when they launch late May. One Apple support person has said it's locked to AT&T and another has said it's unlocked!.

It is not locked.

You need to enable Roaming on AT&T (cost you a bundle) while in the states or purchase a 3G sim from a carrier in Germany (Deutsche Telekom, Vodafone and O2 Germany).
